On 12 April, the Air Force released its Global Futures Report, which evaluates four potential operating environments that Airmen may face before the end of the century. The report employs Foresight Methodology to identify the main forces and factors that will shape how the service will conduct warfare in 2040.
The report, titled Air Force Global Futures Report: Joint Functions in 2040, explores four possible scenarios through the lens of seven joint functions outlined in the US doctrine. These scenarios include Continued Growth, Transformational, Constrained, and Collapse. The report provides an assessment of each prediction, identifying weak signals, current trends, and forces that may impact future operations for the Air Force and Department of Defence. The findings will inform planners, strategists, and wargame scenarios that position Airmen to anticipate, prepare for, and operate in the future. The report will also shape a budget approach that focuses on investments relevant across various use cases. According to Lieutenant General S. Clinton Hinote, the director of Air Force Futures, ‘Our strategic superiority depends on understanding the world in a way that we maintain a faster decision cycle than our adversaries’.
